December has the north-east monsoon properly established. The south coast is doing what it does from now until March: clean mornings, dependable waves, and a string of breaks between Hikkaduwa and Mirissa that suit everybody from a first lesson at Weligama to the reefs at Midigama.
The one thing to plan around is the calendar rather than the forecast. The island fills from about the twentieth and stays full into the second week of January, and Weligama in particular is small. Book early, or take the first fortnight, which is the same surf with half the boards on it. The water is at 28°C.
