February repeats January. The swell is small, the rain is heavy, and the cyclone season is at its peak: the storms that form in the channel between Madagascar and the mainland come ashore most often in these weeks, and southern Mozambique is where they arrive.
What that costs a traveller is worth stating without drama. A cyclone landfall on your particular week is unlikely. Losing two or three days to rain is not, and the nine-hour road from Maputo is the first thing to become a problem when it does. This is a month to fly to Inhambane rather than drive, and to keep the return date loose.
The compensation is the water. 28°C is the top of the year and it barely moves, and the diving that Tofo is genuinely famous for, whale sharks and manta rays on the reefs offshore, does not care what the swell is doing.
